ASD forms independent country offices in developing countries by hiring Nationals and providing them the start-up funds, technologies, strategies and techniques to become an income-generating Water Education and Training Center. An ASD International Advisor serves as the Executive Director and mentors the staff for 2-3 years, eventually to hand over the organization to the staff.
